EU Council formally adopts Carbon Border Adjustment Mechanism (CBAM)

Recently, the EU Council voted to formally adopt the European Carbon Border Adjustment Mechanism (CBAM) agreement. The new CBAM agreement proposes that from 2026, the EU will start to levy a carbon border tax on some imported goods. The first industries to be included in the tax will include steel, cement, electricity, fertilisers, aluminium and hydrogen (green hydrogen with zero carbon emissions will be exempt from the carbon tariff). The agreement is expected to come into force on 1 October 2023.

BP, Uniper and others to build hydrogen corridor in Germany

BP, Dutch gas network operator Gasunie, German gas distributors Nowega and Thyssengas, German oil company NOW, German steelmaker Salzgitter and German energy company Uniper have recently announced that they will jointly build a hydrogen corridor linking Wilhelmshaven in Germany (as a centre for hydrogen production and import) with The network of hydrogen pipelines between the industrial hydrogen regions of North Rhine-Westphalia and Lower Saxony will create a north-south hydrogen corridor between Wilhelmshaven and the Rhine-Ruhr region and an east-west hydrogen corridor between Wilhelmshaven and Salzgitter.

Ford's hydrogen fuel cell vehicle E-Transit starts testing!

Ford has started a three-year test of its hydrogen fuel cell vehicle, the company has learned from its website. The project will determine whether hydrogen fuel cell technology can provide more zero-emissions transport for the large number of long-distance customers using the Ford E-Transit, and test the vehicle's maximum load, ancillary equipment (such as a cooler) and its recharging opportunities at work.

This E-Transit fuel cell project supports Ford's strategic vision to create a low-volume assembly capability for hydrogen-fuelled vehicles and the project has the potential to upgrade, increase workforce skills and develop a hydrogen economy. The pilot vehicle will also test the current and future demand for alternative fuels in the Thames Estuary region.

The document proposes that the focus in the field of hydrogen energy is on improving the technical standards of the whole industry chain, accelerating the formulation and revision of basic general standards such as hydrogen fuel quality and hydrogen energy testing, hydrogen and hydrogen system safety and risk assessment standards, hydrogen sealing, pro-hydrogen materials, hydrogen leak detection and explosion prevention and explosion suppression, hydrogen safety release standards, hydrogen supply mother station, oil and gas hydrogen power integrated energy station safety and other hydrogen energy safety standards, electrolytic water hydrogen production system and its key components standards, hydrogen preparation and testing standards for refineries, hydrogen storage and transmission standards such as hydrogen liquefaction equipment and liquid hydrogen storage containers, high-pressure gaseous hydrogen transportation, pure hydrogen/hydrogen blending pipelines, hydrogen refueling station systems and their key technologies and equipment standards, hydrogen energy application technology standards for fuel cells, metallurgy and other fields; the energy storage field focuses on the formulation and revision of new energy storage standards such as electrochemical, compressed air and hydrogen (ammonia).

Shanghai Municipality issued the "Shanghai Fuel Cell Vehicle Demonstration and Application Special Funds Implementation Rules

Recently, the Shanghai Municipal Commission of Economy and Information Technology released the "Implementation Rules for Special Funds for Demonstration and Application of Fuel Cell Vehicles in Shanghai". The document proposes that the special funds consist of central incentive funds, municipal incentive funds and district-level matching funds; taking the large-scale demonstration application of fuel cell vehicles as a traction, supporting the research and development of key components, encouraging the sustainable application of whole vehicles, and promoting product innovation and industrialization. Fuel cell vehicles that meet the relevant national and Shanghai demonstration application requirements and obtain national comprehensive assessment reward points will be rewarded at the rate of RMB 200,000 per point; fuel cell trucks and commercial commuter buses with a mileage of more than 20,000 km in the assessment year will be rewarded for their operation, with an annual reward of RMB 0.5 million per vehicle for trucks with a total mass of 12-31 tons (inclusive), RMB 20,000 per vehicle for heavy trucks with a total mass of more than 31 tons, and RMB 20,000 per vehicle for commuter buses. The annual incentive will be RMB 20,000 yuan for each vehicle, and RMB 10,000 yuan for each commuter bus; key components that meet the relevant requirements will be rewarded points with reference to the national comprehensive assessment, and in principle, RMB 30,000 yuan for every 1 point; if a hydrogen refuelling station is built in accordance with the relevant regulations, completes completion and acceptance and obtains a gas operation permit and a gas supply station permit, support will be given at a rate not exceeding 30% of the total approved investment in equipment purchase and installation; for hydrogen refuelling stations the hydrogen If the retail price of hydrogen does not exceed RMB 35/kg, support will be given to the operating body of the hydrogen refuelling station according to the actual annual sales volume of hydrogen, and the support standards for 2021, 2022-2023 and 2024-2025 are RMB 20/kg, RMB 15/kg and RMB 10/kg respectively.

Guangdong Province releases local standards for electrolysis hydrogen production and hydrogen refuelling integrated stations

On May 6, the Guangdong Provincial Department of Emergency Management issued a notice to solicit comments on the local standard "Safety Technical Specification for Hydrogen Production and Hydrogen Filling Integrated Station (Draft for Approval)". This document is drafted in accordance with the provisions of GB/T 1.1-2020 "Guidelines for Standardization Work Part 1: Structure and Drafting Rules of Standardization Documents".
