Medium and Long-term Plan for the Development of Hydrogen Energy Industry (2021-2035) released

On March 23rd, in order to thoroughly implement the decision and deployment of the Party Central Committee and the State Council, systematically plan and promote the high-quality development of China's hydrogen energy industry as a whole, the National Development and Reform Commission and the National Energy Administration prepared and issued the Medium and Long-term Plan for the Development of Hydrogen Energy Industry (2021-2035) (hereinafter referred to as "the Plan").

The plan clarifies the positioning of the development of the hydrogen energy industry.

I. Hydrogen energy is an important part of the future national energy system. Give full play to the role of hydrogen energy as an important carrier for the large-scale and efficient use of renewable energy and its advantages of large-scale and long-cycle energy storage, promote the optimal allocation of heterogeneous energy across regions and seasons, promote the integration of hydrogen energy, electric energy and thermal energy systems, and promote the formation of a modern energy supply system with multiple complementary integration.

2. hydrogen energy is an important carrier for energy-using terminals to achieve green and low-carbon transformation. To strengthen the green supply of hydrogen energy and create a diversified ecology of hydrogen energy consumption with a green and low-carbon approach, so as to enhance the level of energy security in China. We will play the role of hydrogen energy in supporting the goal of carbon peaking and carbon neutrality, deepen the potential of cross-border applications, and guide diversified applications according to local conditions, so as to promote the transformation of energy consumption in transportation, industry and other energy-using terminals and the green development of high-energy-consuming and high-emission industries, and reduce greenhouse gas emissions.

3. The hydrogen energy industry is a strategic emerging industry and a key development direction for future industries. Taking the lead of scientific and technological self-reliance and self-improvement, we will closely follow the development trend of the new round of global scientific and technological revolution and industrial change, strengthen the construction of the innovation system of the hydrogen energy industry, accelerate the breakthrough of the core technology and key material bottleneck of hydrogen energy, accelerate the upgrading and growth of the industry, and realize the virtuous cycle of the industrial chain and innovative development. Practicing innovation-driven, promoting breakthroughs in hydrogen energy technology and equipment, accelerating the cultivation of new products, new industries and new models, building a green and low-carbon industrial system, creating new growth points for industrial transformation and upgrading, and injecting new momentum for high-quality economic development.

Below are some of the highlights of the Plan.

Development Objectives

The plan proposes that by 2025, the number of fuel cell vehicles will be around 50,000 and a number of hydrogen refuelling stations will be deployed. The amount of hydrogen produced from renewable energy sources will reach 100,000-200,000 tons/year, becoming an important part of new hydrogen energy consumption and achieving a reduction of 1-2 million tons/year of CO2 emissions. After another five years of development, by 2030, a more complete hydrogen energy industry technology innovation system, clean energy hydrogen production and supply system will be formed, the industrial layout will be reasonable and orderly, and renewable energy hydrogen production will be widely used, which will strongly support the achievement of the carbon peak target. By 2035, a hydrogen energy industry system will be formed, and a diversified hydrogen energy application ecology covering transportation, energy storage and industry will be built. The proportion of hydrogen production from renewable energy sources in end-use energy consumption will be significantly increased and will play an important role in supporting the development of green energy transformation.

Building an innovation system to support the high-quality development of the hydrogen energy industry

Accelerate technological innovation in proton exchange membrane fuel cells, develop key materials, improve key performance indicators and batch production capacity, and continuously improve fuel cell reliability, stability and durability. Support the development of new fuel cells and other technologies. Invest in the development and manufacture of core components as well as key equipment. Accelerate the conversion efficiency of hydrogen production from renewable energy sources and the scale of hydrogen production from a single unit, and break through the key core technologies of the hydrogen energy infrastructure link. Develop monitoring and testing technologies for key influencing factors of hydrogen production equipment, and increase the application of technology development for the safety of the whole chain of hydrogen production, storage, transmission and use. Continuously promote the research and development of key core technologies for the production, storage, transportation and application of green and low-carbon hydrogen energy. Continuously carry out research on the scientific mechanism of hydrogen energy such as photolytic water production, hydrogen brittle failure, low-temperature adsorption, leakage/diffusion/ignition and explosion, as well as the basic laws of hydrogen energy safety. Continuously promote the demonstration and application of advanced hydrogen energy technologies, key equipment, major products and industrialisation, and build a technical system for the high-quality development of the hydrogen energy industry.

Coordinated promotion of hydrogen energy infrastructure

Coordinate the layout of the national hydrogen energy industry, reasonably grasp the progress of industrial development, avoid disorderly competition, promote the construction of hydrogen energy infrastructure in an orderly manner, strengthen the safety management of hydrogen energy infrastructure, and accelerate the construction of a safe, stable and efficient hydrogen energy supply network.

Steady progress in the diversified demonstration application of hydrogen energy

Adhere to the market application as the traction, reasonable layout, grasp the rhythm, orderly promote the demonstration application of hydrogen energy in the field of transportation, expand the application in energy storage, distributed power generation, industry and other fields, promote large-scale development, and accelerate the exploration of the formation of an effective commercialization path for the development of hydrogen energy industry.

Accelerating the improvement of the policy and institutional guarantee system for hydrogen energy development

We will firmly establish a safety bottom line, improve the standard and specification system, strengthen the supply of institutional innovation, focus on breaking the institutional barriers and policy bottlenecks that restrict the development of the industry, continuously consolidate the institutional foundation for industrial development, and guarantee the innovative and sustainable development of the hydrogen energy industry.

Co., Ltd. has matched 20 fuel cell buses, 49 fuel cell trucks/chassis and 5 models for construction machinery applications to enter the announcement catalogue of the Ministry of Industry and Information Technology. 240 fuel cell vehicles including buses, heavy trucks and logistics have been put into demonstration operation, with an operational mileage of over 10 million kilometres, and another 118 fuel cell vehicles are in the process of delivery.
