Ahmed Al-Dowsary, director of the Ministry of Energy, said the strategy focuses on key elements of the value chain, including the production, export and domestic use of clean hydrogen, with a focus on the infrastructure and transport sectors from a sectoral perspective.

"These include intergovernmental cooperation to support hydrogen mobility; exploring the possibility of hydrogen export infrastructure; establishing regulatory frameworks; standards and certification, and accelerating hydrogen-related investments."

He said Saudi Arabia was willing to work with all IRENA member countries on hydrogen synergies, and that cooperation with some EU countries was already underway.

The Measures state that enterprises are encouraged to cluster and settle in the Daxing International Hydrogen Energy Demonstration Zone. If an enterprise leases office, R&D or production premises with legal compliance procedures, and the floor area is less than 2,000 square meters (inclusive), a 100% rent subsidy will be given for three consecutive years from the year the contract is signed after evaluation; if the floor area is more than 2,000 square meters, a 50% rent subsidy will be given for the excess area after evaluation. The maximum annual subsidy for each enterprise shall not exceed RMB 5 million.

Within three years from the date of registration, financial support will be given to enterprises outside the prohibited catalogue that are included in the statistics above the scale for the first time, if they achieve positive growth every year from that year onwards, with a maximum of 10 million yuan per enterprise per year.

(By the end of 2025, for fuel cell vehicles that have been demonstrated in the city and have obtained the national comprehensive evaluation bonus points for the demonstration application of fuel cell vehicles in the Shanghai Urban Cluster, each vehicle will be rewarded to the vehicle purchasing unit after matching 1:1 ratio of the national incentive funds.
