A few days ago, the three departments of Tianjin Municipal Bureau of Finance, Development and Reform Commission and Bureau of Industry and Information jointly issued the "Guidance on Local Financial Support Policies for Fuel Cell Vehicle Demonstration Cities". The main contents are as follows.

The city will provide local subsidies for the purchase of fuel cell vehicles by enterprises within its jurisdiction according to the standard of 1:1 with the national incentive, and the funds required will be borne by the city and the district where the purchasing enterprise is located in the ratio of 30%:70%. According to the Implementation Plan for the Demonstration and Application of Fuel Cell Vehicles in Tianjin, the total number of subsidized vehicles at the municipal level shall not exceed 900 vehicles in principle under the promotion plan.

The city provides a one-off subsidy of up to RMB 5 million for new hydrogen refuelling and production facilities at a rate of 30% of the total investment in fixed assets, with the required funds borne by the municipal treasury. The Municipal Development and Reform Commission regularly organizes the declaration and evaluation of relevant projects, and in principle, each district will no longer introduce a separate policy for the award of subsidies for hydrogen refuelling and hydrogen production facilities.

【International】EUR 1.8 billion! ThyssenKrupp signs 2.5 million tons of hydrogen energy direct reduction plant

ThyssenKrupp Steel and SMS Group (SMS) recently signed a contract to design, deliver and build the first hydrogen energy direct reduction plant for ThyssenKrupp's Duisburg steel mill. This marks the start of one of the world's largest industrial decarbonisation projects, which will reduce CO2 emissions by more than 3.5 million tonnes per year in the future. The contract, which totals more than €1.8 billion, is also the largest single order in the history of SMS. The plant will have a capacity of 2.5 million tonnes of direct reduced iron (DRI) and is scheduled to be completed by the end of 2026.

【International】Honda stationary fuel cell unit to power data centre in California, USA

Recently, Honda's stationary fuel cell power station in Torrance, California, USA, was officially opened. The power station is located on Honda's corporate campus and serves as a backup power source for the data centre. This will be the first step in the commercialisation of Honda's zero emission back-up power supply.

The stationary fuel cell unit, which has a capacity of approximately 500 kilowatts, has batteries recycled from the fuel cell system of Honda's Clarity fuel cell vehicle. The stationary fuel cell power generation system features a flexible four-four parallel design that allows the layout of the four individual fuel cell units to be flexibly changed to accommodate rectangular, l-shaped, Z-shaped or other layout installation requirements.

【News】EU funds construction of hydrogen metallurgy plant

Recently, the European Commission approved a €460 million funding measure to support ArcelorMittal Spain in the construction of a hydrogen-based direct iron reduction plant, which will contribute to the achievement of the EU Hydrogen Energy Strategy and European Green Deal targets, while reducing reliance on fossil fuels and advancing the green transition under the EU REPowerEU programme.

The funding will be in the form of a direct grant to support the construction of a hydrogen-based direct iron reduction plant by Cellomittal Spain, operating with renewable hydrogen and syngas from waste and metallurgical gases as a reducing agent to replace the blast furnace carbon-based reducing agent process for ironmaking. The plant is expected to be operational by the end of 2025 and will produce 2.3 million tonnes of low-carbon direct reduced iron per year, reducing 70.9 million tonnes of CO2 emissions.

The media has learned that the Spanish (Enagás), French (GRTgaz and Teréga) and Portuguese (REN) transmission system operators have signed the "Green2TSO" initiative, which aims to transform the natural gas grid into a hydrogen grid.

The project is in line with the European Commission's Green Deal, Fit for 55 and REPowerEU initiatives and highlights the role of European TSOs as carriers of hydrogen as an efficient, safe and clean energy carrier, using their large-scale infrastructure.

Arturo Gonzalo, CEO of Enagás, said that the cooperation of TSOs in the field of innovation is essential for the development of renewable gas infrastructure in Europe. He said:- "The agreement is fully in line with the EU's shared objectives of decarbonising the economy and advancing energy independence, as stated in the European strategy REPowerEU."

In addition, he stressed that "such an initiative will strengthen the necessary capacity for the development of the activities of hydrogen network operators (HNOs)."

Thierry Trouve, CEO of GRTgaz, said that close cooperation in research and development between gas tso is key to accelerating the deployment of a safe, flexible and cost-efficient hydrogen grid.
