【Industry】Senergy Fuel Cell Technology Supporting Electric Reactor | The first batch of hydrogen sanitation vehicles are "inaugurated" in Huangpu, Guangzhou.

Recently, under the guidance of the city's urban management department, Huangpu District held the first batch of hydrogen sanitation vehicles operating in Guangzhou and the official launch of Xinhai Energy Lianxin hydrogen refuelling station. On that day, the first batch of hydrogen sanitation vehicles in the city were officially unveiled and put into use. The vehicles will be distributed to some of the towns and streets and the District Environmental and Beauty Centre for trial use, and will mainly undertake sanitation and cleaning work such as road washing and sweeping, watering and dust reduction on the main roads in Huangpu District.

It is understood that there are 24 hydrogen sanitation vehicles in the batch, and due to the limitation of the venue, two 18-ton and seven 9-ton hydrogen fuel cell sprinklers were displayed at the event. 18-ton hydrogen sanitation sprinklers use a 40kW graphite stack independently developed by Xiongtao Hydrogen Rui inside the system.

【Industry】Allowing hydrogen production in stations and breaking regional protection! Guangdong model city cluster action plan launched

On August 12, eight departments of Guangdong Development and Reform Commission, Department of Science and Technology, Department of Industry and Information Technology, Department of Finance, Department of Housing and Construction, Department of Emergency Management, Department of Municipal Supervision, and Department of Energy jointly issued the Action Plan for Accelerating the Construction of Fuel Cell Vehicle Demonstration City Cluster in Guangdong Province (2022-2025).

The main contents are as follows.

1. Industrial construction, clear division of labor among the six cities

Guangzhou, Shenzhen, Foshan, Dongguan, Zhongshan and Yunfu are the six cities that will develop fuel cells, Dongguan, Zhongshan and Yunfu will build key material, technology and equipment R&D and manufacturing bases, and Dongguan, Zhuhai and Yangjiang will undertake the task of supplying hydrogen.

2. In terms of hydrogen refuelling stations, a series of core issues for the management of hydrogen refuelling stations are clarified

(1) Clarify the target of 300 stations to be built, with demonstration city clusters taking up the task of more than 200 stations, and encourage the construction of joint stations and self-use stations.

(2) Clarifying that hydrogen refuelling stations are managed with reference to town gas refuelling stations, not issuing hazardous chemical business permits for hydrogen refuelling stations, and that the housing and urban-rural construction department is the competent authority for the hydrogen refuelling station industry.

(3) Unify the subsidy standards and clarify that subsidised hydrogen refuelling stations that cease service within five years after the first subsidy is in place will need to return the subsidy funds.

Management standards have been a key issue hindering the construction of hydrogen refuelling stations. The Action Plan further clarifies the management system of hydrogen refuelling stations in Guangdong Province and proposes a mechanism for the return of subsidies, which is conducive to speeding up the construction of hydrogen refuelling stations and regulating the operation management system of hydrogen refuelling stations.

3. In terms of hydrogen production, a series of management issues of hydrogen preparation have been clarified

(1) Accelerating the construction of by-product hydrogen projects and allowing petrochemical enterprises to build hydrogen purification units for vehicles and centralised filling facilities outside their plants.

(2) Allowing hydrogen production at stations, encouraging hydrogen production in the valley and allowing power plants to produce hydrogen from surplus electricity in the low valley, which will greatly release the vitality of electrolysis hydrogen production projects in Guangdong Province.

Many regions have been "fearful" of hydrogen production and have imposed strict controls. The Action Plan is a positive exploration of the management of hydrogen production, which is more conducive to activating the enthusiasm of power plants for hydrogen production and rapidly expanding the scale of hydrogen production from electrolytic water.

4. Promote the application of fuel cell vehicles and speed up the marketization of fuel cell vehicles

(1) Clearly increase the right-of-way for fuel cell logistics vehicles and cold chain vehicles.

(2) Clearly subsidize at the provincial level, and subsidize 3,000 yuan/kW in accordance with the rated power of fuel cell systems for 10,000 vehicles that have received national comprehensive assessment bonus points and no less than five key components manufactured within the demonstration city cluster.

(3) Break local market protection, do not require that locally produced core components must be procured, and do not restrict the registration of non-locally manufactured vehicles and their application for subsidies.

There is still a considerable degree of local protectionism in the development of the fuel cell vehicle industry. The Action Plan promotes fuel cell vehicles through various policies, including right-of-way and financial subsidies, while strictly adhering to the national requirement of "breaking local protection and building a unified market", reflecting the spirit of reform and opening up in Guangdong Province.

On August 11, the Beijing Municipal Bureau of Economic and Information Technology issued the "Several Policy Measures on Supporting the Development of Hydrogen Energy Industry in Beijing".

The main elements are

1. Support for enterprises to expand investment

For major new construction and renovation projects in the field of hydrogen energy that have obtained loans for fixed assets, a loan discount rate not exceeding the market quotation rate (LPR) of the People's Bank of China for medium and long-term loans for the same period, and not exceeding 30 million yuan per year for a single enterprise, will be given. To support hydrogen energy enterprises to lease key equipment and production lines for R&D, construction and production in Beijing, and to subsidize the leasing expenses of a single enterprise at a rate of no more than 5% and no more than 10 million yuan per year for a financial leasing contract of no less than 10 million yuan (Municipal Bureau of Economy and Information Technology).

2. Support for infrastructure construction

Support the construction and operation of hydrogen refuelling stations. Encourage the construction of new and renovated (expanded) hydrogen refuelling stations in line with the city's development plan. For hydrogen refuelling stations within the administrative area of the city that provide hydrogen refuelling services and undertake to sell hydrogen at a market price of no more than RMB 30 yuan/kg, a subsidy of RMB 10 yuan/kg will be given for the operation of hydrogen (City Management Committee).

3. Support for standard formulation and revision

Support the establishment of a standard system that meets the needs of the city's hydrogen energy science and technology and industrial development, and incorporate key standard specifications in the hydrogen energy industry into the key technical standard areas and key standard directions of the city's key development. Financial subsidies will be given to key international standards, national standards, as well as industry standards, local standards and group standards at no more than RMB 1 million, RMB 300,000 and RMB 200,000 per item respectively (Municipal Bureau of Market Supervision, Municipal Bureau of Economy and Information Technology). Financial support will be given to newly released Zhongguancun standards at a rate of no more than RMB 500,000 per item. 4. Support the first batch of applications of new materials

Priority will be given to the inclusion of new materials in the field of hydrogen energy in the Beijing Key New Materials Demonstration Catalogue for the first batch of applications. For the first batch of applications of new products in the field of hydrogen energy in the catalogue, incentives will be given at a rate of up to RMB 5 million for a single product and up to RMB 10 million for a single enterprise.

The Dutch-based engineering company Iv-Offshore & Energy has recently unveiled their newly designed offshore hydrogen platform, which is capable of producing 85,000 tonnes of green hydrogen per year from offshore wind power.

According to information released by Iv-Offshore & Energy, the platform has a capacity of 500MW and a production capacity of 10 tonnes of green hydrogen per hour; the green hydrogen produced by the platform in one day could power more than 300,000 hydrogen-fuelled vehicles for at least 100km.

The upper platform of the offshore hydrogen platform measures 80m long, 40m wide and 30m high - comparable to the 1.3GW HVDC converter station designed by the company for the Sofia offshore wind farm in the UK developed by RWE - and weighs approximately 21,000 tonnes overall (including the upper platform and conduit frame foundation) and can be installed in water depths of 45m water depth.
